FORWARD MESSAGE FROM PARTY LEADER
It is with great pride and unwavering commitment to our shared future that I present to you the manifesto of the Citizen Alliance for Democratic Affairs (CADA).This document reflects our party’s core values and our vision for a free, fair and prosperous society.
In this manifesto we have outlined our policy preferences in four key areas that will shape our nation’s future. These areas – Democratic Governance, Education, Health, Youth empowerment and Human Rights and Freedom – are the pillars of our belief in individual liberty, personal responsibility and the power of the people to shape their own destiny. As a party that believes in libertarian values, we think less government intervention, more individual choice and accountability is the key to every citizen’s potential. Our policies are not theoretical but practical solutions to empower you – the citizens – and bring a society that truly values freedom, opportunity and justice for all.
Democratic Governance
At the heart of our vision is Democratic Governance where power is not concentrated in the hands of a few but distributed among the people. We believe in a government that is transparent, accountable and truly representative of the people’s will.
Our party will:
• Decentralize power, empower local communities to make decisions that affect them directly.
• Promote free and fair elections where every voice matters and every vote is counted.
• Increase political freedoms where speech, assembly and choice are never restricted by any form of government overreach.
By removing unnecessary regulations and bureaucracies we will have a government that serves the people not controls them.
Education
We know that the future of our nation is in the hands of our youth. That's why we believe in an education system which is not controlled by a central authority but one that is choice, diversity, and competition-based. We want every parent to be able to choose the best for his/her child and every student have the opportunity to shine irrespective of the background.
Our education policies will:
• Introduce school choice options, including education vouchers and charter schools, to enable parents to have greater control over their children's education.
• Promote a more diverse educational environment that includes private, public, and alternative education models, so all children can enjoy quality education.
• Foster digital and distance learning solutions, providing equal access to education for students across the country.
Through these reforms, we aim to ensure that every child possesses the knowledge and skills required to thrive in an increasingly changing world.
Health
In a society that values individual freedom, we believe that everyone should have the right to make decisions about their health without interference from the state. We recognize that the current healthcare system is burdened by inefficiencies and heavy government regulation, and we propose a new model based on choice and competition.
Our health policy will:
• Advocate for Health Savings Accounts (HSAs) and private health insurance plans so that people can take charge of their healthcare costs.
• Promote market-driven solutions that reduce the cost of healthcare while increasing the quality of services.
• Enhance competition between healthcare providers, where private providers and innovations will be able to flourish, and make quality care available and affordable.
With these reforms, we will ensure that everyone is free to choose the health care services most appropriate to their needs.
Human Rights and Freedom
We believe that a just and prosperous society is built on the very foundation of human rights and freedoms. We firmly believe that every citizen has the right to freedom of speech, privacy, self- determination, and the pursuit of happiness without fear of governmental repression, and that individual liberty must always take precedence over state control.
Our agenda on human rights includes:
• The protection of civil liberties, including freedom of speech, freedom of association, and freedom of religion, so that no one is ever censored or silenced.
• The decriminalization of victimless crimes that do not injure other individuals, like the use of drugs for personal use and certain non-violent activities, restoring individual freedoms.
• Stronger data protection laws to safeguard citizens' personal information from unwarranted government surveillance and corporate exploitation.
Through these steps, we intend to create a society where individuals are free to make their own choices, free from excessive government control, and where the primary function of the government is to protect individual rights.

The manifesto that we release today is no policy blueprint; it is a call to all freedom-loving citizens who believe in the vision of a society governed by individual responsibility, equal opportunity, and the belief that every individual has the right to shape his own life.
The journey forward will not be simple. To alter the status quo requires courage, vision, and the determination to confront entrenched powers. But with your help, we can build a society in which every person has the freedom to flourish—a society in which government exists only to defend your rights and to empower you, not to control you.

2.0 IMPLEMENTATION FRAMEWORK
The policy preference areas will be implemented within the legal and policy framework. The party will take into consideration the prime law of the land- the constitution of Kenya and other relevant acts of parliament. The party will borrow heavily on the vision 2030 and Agenda 2063. In doing so, the party will ensure that its implementation of the programs does not in any way contravenes the Constitution or go against any written law applicable within the country. The implementation will be structured in short, medium and long term as outlined.
1. Democratic Governance
In implementing the program, our party will,
• Short-Term:
o Encourage transparency and accountability in existing government systems through the promotion of legislation that limits government power and prevents the invasion of individual freedoms.
o Encourage electoral reform to ensure fair and unimpeded elections and emphasize the need to curtail government interference with the electoral process (for example, through curtailment of state influence with respect to political party registration or campaign financing).
o Promote decentralized decision-making through local community governance where citizens can engage directly in the political process.
• Medium-Term:
o Build decentralized systems of governance through municipalities or local councils to allow for greater local control of local issues, while at the same time reducing the role of the state.
o Push for the deregulation of political parties, enabling smaller, independent groups to form and participate without state-imposed barriers.
o Advocate for governmental transparency tools like public access to government records, which would allow citizens to hold elected officials accountable.
• Long-Term:
o Shift toward a minimal state where government only exists to protect individual rights, such as through a social contract or voluntary agreements. This could mean the gradual reduction of the government’s size, spending, and involvement in everyday life.
o Promote direct democracy mechanisms where citizens can vote on key issues via referenda or initiatives, reducing representative governance in favor of direct participation.
o Privatize services that could be handled more effectively by the private sector, ensuring that resources are allocated based on individual needs and choices.
2. Education
In implementing the programs, our party will,
• Short-Term:
o Promote school choice by advocating for policies that expand options for parents and students, such as vouchers, charter schools, and private school options.
o Encourage online learning platforms and home-schooling to give families more freedom in choosing the type of education their children receive.
o Support the decentralization of curriculum decisions to local communities or even individual schools, rather than imposing a one-size-fits-all national curriculum.
• Medium-Term:
o Introduce education tax credits or subsidies that enable parents to choose private or alternative educational paths for their children without bearing the full cost.
o Encourage competition in the education sector by reducing government control and allowing more private schools, online learning providers, and community- based education models to emerge.
o Advocate for the privatization of public universities and the reduction of government involvement in higher education, allowing students more flexibility in choosing their educational path.
• Long-Term:
o Move toward a fully privatized education system, where parents can choose from a variety of education providers based on their needs and preferences.
o Allow the market to dictate the evolution of education, where competition among providers leads to improved quality and lower costs.
o Encourage lifelong learning and skills development as part of a free-market approach to ensure that individuals can continuously improve themselves through voluntary, market-driven education options.
3. Health
In implementing the programs, our party will:
• Short-Term:o Promote healthcare competition by reducing government regulations and allowing a variety of healthcare providers to emerge in the market.
o Advocate for policies that expand health savings accounts (HSAs), allowing individuals to control their own healthcare spending and make decisions about their health care.
o Deregulate the healthcare market by reducing licensing and approval barriers for new treatments, medications, and health services.
• Medium-Term:o Establish market-based solutions to healthcare by encouraging private insurance and employer-provided healthcare plans that offer more personalized care.
o Promote telemedicine and digital health services, ensuring individuals can access affordable healthcare through modern technologies.
o Gradually shift away from publicly funded healthcare programs and instead focus on empowering individuals with the tools to make their own health decisions.
• Long-Term:
o Transition to a fully privatized healthcare system, where individuals can choose their providers, pay directly for services, and have more freedom in how they manage their health.
o Focus on the decentralization of health policy, allowing local or regional governments to set policies in line with the needs and preferences of their populations.
o Emphasize preventive care through education and voluntary health initiatives that focus on empowering individuals to take responsibility for their health and well- being
4. Human Rights and Freedom
In implementing the programs, our party will,
• Short-Term:o Advocate for constitutional reforms to ensure that laws explicitly protect individual rights and freedom of speech. Push for stronger protections against government surveillance and overreach.
o Support decriminalization of victimless crimes, such as the personal use of drugs or prostitution, where individuals’ actions do not infringe on others' rights.
o Promote civil liberties education to ensure that people are aware of their rights and freedoms in a democratic society.
• Medium-Term:
o Deregulate areas of life where the government imposes undue restrictions on individual freedom, such as licensing requirements for businesses or restrictions on free speech.
o Push for anti-discrimination laws that focus on protecting individuals from private violations of their rights, rather than state-imposed mandates on businesses and private individuals.
o Strengthen privacy rights, such as advocating for stronger data protection laws and fighting against excessive surveillance or intrusion by the government.
o Advocate for the reduction of government power in areas such as criminal justice, labor laws, and personal freedoms, allowing individuals to make choices about their lives with minimal state interference.
o Push for the abolition of laws that infringe on basic human rights, such as those that limit freedom of expression, the right to privacy, and the right to self-defense.
o Support the international recognition of individual rights, promoting global norms that respect freedom and human dignity, and resist state-driven authoritarian control.
5. YOUTH EMPOWERMENT

Short-Term Youth Empowerment Strategies (1-2 years)
1. Education and Awareness Campaigns
o Organize workshops and seminars to educate youth about the importance of individual liberty, entrepreneurship, and economic freedom.
o Launch social media campaigns that promote awareness about the benefits of personal responsibility, voluntary cooperation, and free market solutions for youth development.
o Partner with universities and youth organizations to host talks or debates on the role of youth in democratic governance and how libertarian policies can address youth issues like unemployment, education, and personal freedoms.
2. Skills Development Programs
o Partner with private sector businesses to offer internships and apprenticeships for youth. Focus on fields like technology, entrepreneurship, marketing, and creative industries where youth can gain practical skills.
o Establish online platforms for skills development such as coding boot camps, digital marketing courses, or financial literacy workshops.
o Encourage and facilitate peer-to-peer learning within youth communities, using community centers or youth clubs to host collaborative events.
3. Youth Engagement in Politics
o Create youth-focused platforms where young people can actively engage in local governance, political discussions, and policy formation. These platforms can be in the form of youth councils or policy think tanks.
o Encourage youth participation in grassroots political activities such as elections, campaigns, and local government meetings.
o Empower youth to lead local community-based projects that align with libertarian values, such as advocating for tax reductions, entrepreneurial freedom, or less government interference in the private sector.
4. Support for Startups and Entrepreneurship
o Introduce youth entrepreneurship grants or prizes to encourage young people to start their own businesses, particularly in sectors where government restrictions are minimal, such as tech, e-commerce, and creative industries.
o Work with venture capitalists, angel investors, and startup incubators to create an ecosystem where youth entrepreneurs can access capital, mentorship, and networking opportunities.
o Promote self-employment programs, where youth are encouraged to create their own job opportunities rather than rely on government welfare or state-provided employment.
Medium-Term Youth Empowerment Strategies (3-5 years)
1. Expanded Educational Reforms
o Advocate for school choice and privatization of education to give youth access to high-quality education that prepares them for the modern workforce. This could include private schools, online learning platforms, or vocational training options.
o Push for curriculum reform in public schools to include more emphasis on financial literacy, entrepreneurship, and self-reliance, helping youth understand how to navigate and succeed in a free-market economy.
o Expand partnerships with private institutions to offer specialized training in emerging industries like technology, green energy, and renewable resources.
2. Creating Youth-Led Initiatives
o Empower youth to lead initiatives that address local or national issues, particularly those related to economic freedom, digital access, and personal rights. These could be social entrepreneurship projects or activism campaigns that encourage the youth to drive societal change.
o Provide funding and resources for youth-led initiatives through the creation of a youth development fund that supports long-term projects designed to foster independence, innovation, and leadership.
3. Developing Job and Career Pathways
o Establish partnerships with businesses to create youth employment programs that provide on-the-job training and access to career development resources.
o Advocate for reducing regulations and creating a business-friendly environment to encourage private sector growth, which will naturally create more job opportunities for youth.
o Focus on apprenticeships in high-demand sectors, where young people can develop specialized skills and enter the workforce with a competitive edge.
4. Political and Civic Leadership Training
o Offer leadership development programs for youth to build their capacity to engage in civic participation and political advocacy. This can include training on how to influence policy, organize campaigns, and develop a political voice based on libertarian values.
o Create youth advisory councils within the party where young people have a formal role in advising on key policy issues that affect their generation, giving them a platform for political influence.
Long-Term Youth Empowerment Strategies (5+ years)
1. Youth-Led Entrepreneurship Ecosystem
o Establish entrepreneurship incubators and innovation hubs that are fully youth-led, where young people can access capital, mentorship, and industry expertise to launch and scale businesses. Encourage a start-up culture that prioritizes risk-taking, creativity, and market-driven innovation.
o Implement tax incentives and policies that support youth entrepreneurship, reducing barriers to entry in sectors where government regulations can stifle growth.
o Provide ongoing business education programs, focusing on how to build scalable businesses in a global economy, allowing youth to create successful, sustainable enterprises.
2. Advocacy for Youth-Friendly Policies
o As a party, engage in long-term policy advocacy to create an environment that supports youth in every sector. This includes advocating for policies that encourage economic freedom, flexible labor markets, and reduced government intervention in areas such as education, housing, and healthcare.
o Work toward a long-term vision of a society where youth-driven innovation is at the forefront of national progress, creating jobs, growth, and solutions to problems that directly impact young people.
3. Long-Term Career Development Programs
o Develop comprehensive career development programs that cater to youth in different industries, helping them plan and shape their careers over time, regardless of their field of interest.
o Foster public-private partnerships to build training platforms, internship networks, and career path mentorships that connect young people with top-tier companies, organizations, and industry leaders.
o Work with global companies to offer international exchange programs, where youth can gain experience and knowledge in a global marketplace, enhancing both their personal growth and career development.
4. Institutionalizing Youth Engagement in Policy Making
o Create permanent youth advisory boards and other decision-making bodies that ensure young people are continually involved in the political process and can contribute to the development of policies that affect their futures.
o Push for constitutional reforms that ensure youth representation at all levels of government and allow youth to have a say in the legislative process.
